Kaja Kallas said the United States, China, and Russia all prefer a divided Europe because a united European Union is a much stronger geopolitical force.

Speaking at a conference in Tallinn, Kallas argued that all three powers are uncomfortable with a cohesive EU that can act independently and compete globally.

According to her, rhetoric from foreign leaders praising bilateral ties with individual European countries while criticizing the EU itself reflects a broader “divide and rule” strategy.

Kallas specifically said the administration of Donald Trump dislikes the EU because it represents a geopolitical competitor Washington must deal with collectively.

She warned that some European countries are increasingly tempted to pursue separate relationships with major powers instead of acting through EU institutions, adding that “division actually works.”

Kallas stressed that European countries should coordinate policies toward the U.S., China, and Russia through common EU mechanisms rather than through individual bilateral arrangements.
