PFU explains who is eligible for utility bill discounts in Ukraine

Ukraine's Pension Fund has clarified which citizens are eligible for state discounts on housing and utility payments, as well as how the benefits are calculated.

Utility discounts range from 25% to 100%, depending on a person's legal status. Veterans of war are entitled to a 100% discount, combat veterans receive 75%, while large families qualify for a 50% reduction.

The size of the benefit is generally determined by both the applicant's status and the household's average monthly income. However, income is not taken into account for combat veterans, people with war-related disabilities, and family members of fallen Ukrainian defenders or deceased war veterans.

When calculating eligibility, authorities consider income such as pensions, salaries, military pay, scholarships, most social benefits, business income, unemployment benefits, and other social insurance payments.

The Pension Fund also noted that the social housing norm used to calculate utility benefits is 21 square meters per person, plus an additional 10.5 square meters per household.
