Kremlin says Trump-Zelenskyy-Putin summit requires prior agreement

A potential meeting between U.S. President Donald Trump, Ukrainian President Volodymyr Zelenskyy and Russian President Vladimir Putin could take place only after the parties have prepared a final agreement, Kremlin spokesman Dmitry Peskov said, according to Russian media.

Conditions for a summit

Peskov said a three-way summit would have little purpose without a previously negotiated document setting out the main agreements.

According to the Kremlin spokesman, the leaders’ meeting should formally finalize existing agreements, rather than serve as a venue for initial negotiations.

Moscow expects difficult negotiations

The Kremlin also acknowledged that reaching a common position would require substantial effort from all sides.

Peskov said the process could not be reduced to a “primitive agreement,” given the depth and complexity of the disagreements between Russia and Ukraine.

Moscow continues to set conditions for ending the war. Russian President Vladimir Putin has described Russia’s large-scale attacks on Ukraine as “effective and timely,” claiming they help Russian forces achieve their objectives on the battlefield.

Ukrainian officials, meanwhile, argue that Moscow is not genuinely seeking peace. First Deputy Head of the Presidential Office Serhii Kyslytsia said Putin continues to rely on attacks against civilians and hopes the pressure will prevent Ukraine from enduring the winter.
