Ukraine’s Verkhovna Rada has approved the draft state budget for 2027 at first reading, with 239 lawmakers voting in favor.
The document was prepared to reflect the realities of Russia’s full-scale war and the country’s key needs for the coming year.
“Thank you to the members of parliament for working together and supporting the 2027 budget draft at first reading. This budget reflects the realities of the full-scale war and the state’s key needs for next year. Above all, it provides the necessary funding for security and defense, maintains financial stability and fulfills important social obligations to the people,” Ukrainian Prime Minister Serhii Koretskyi said.
The Cabinet of Ministers will now review the parliament’s budget conclusions and prepare the draft for its second reading.
The government presented the 2027 budget draft to parliament on September 16. It envisages state spending of more than UAH 8 trillion — four times the level recorded before Russia’s full-scale invasion.
The state’s own resources are estimated at UAH 3.7 trillion, including taxes and fees, domestic borrowing through government bonds and privatization proceeds. A further $52.6 billion is expected to come from international assistance.
At the next stage of the budget process, the Verkhovna Rada’s Budget Committee reviewed 5,236 amendments submitted by lawmakers and consolidated them into 90 budget conclusions.
Committee chair Roksolana Pidlasa said the deficit would largely be covered by international partners’ support.
“That is why we did not include figures in the budget that we would later have no means to fulfill,” she said.
