Men wanted by authorities or without military IDs can still receive draft exemptions: Zelensky signs law

President of Ukraine Volodymyr Zelensky has signed Law No. 4630-IX, which regulates specific labor rules during martial law.

The Verkhovna Rada’s website reports the signing.

One of the key provisions allows the reserving (exemption from mobilization) of employees of the defense-industrial sector even if they have violations or issues with military registration.

The law stipulates that:

reservation is granted only once per year and does not exempt the employee from responsibility for violations;

newly hired employees in the defense industry may be subject to a probation period of up to 45 days;

employers have the right to dismiss an employee if they fail to correct military-registration violations within the prescribed timeframe.

The document expands reservation options for conscripts working at critically important enterprises, institutions, and organizations. This category includes persons who:

do not have properly issued military-registration documents;

are not registered for military service at all;

have not updated their personal data;

are wanted for violating military-registration rules or legislation on defense and mobilization.

Such employees may be reserved regardless of how many workers at that entity are already exempt. The reservation period is up to 45 calendar days from the date of employment and may be granted no more than once per year.

Reservation from mobilization

Earlier, Ukraine updated its mobilization-reservation rules, allowing companies to reserve more employees.

Criteria for defining critically important enterprises were also revised — regional and sector-specific criteria will now be coordinated with the Ministry of Defense and the Ministry of Economy.

Additionally, for critically important enterprises located near the front line, the reservation cap was increased from 50% to up to 100% of employees.

Recently, the Cabinet of Ministers also updated the grounds for reserving conscripts during mobilization and martial law, primarily affecting businesses operating in frontline areas and companies engaged in drone production.
