Payments upon disability: how much military personnel can receive

Clarifications were provided by the Ministry of Defense of Ukraine.

Many men and women have voluntarily joined the defense of Ukraine since the start of Russia’s full-scale invasion. Servicemembers who become disabled are entitled to specific payments. The Defense Ministry explained what amounts can be received upon the establishment of disability.

According to the ministry, military personnel may receive a one-time financial assistance (OFA) in case of disability or partial loss of working capacity.

“In 2026, the procedure and amounts of these payments are regulated by updated state budget indicators, which directly affect the final sums received by defenders,” the statement says.

What determines the amount of the payment

The amount is tied to the subsistence minimum (SM) for able-bodied persons as of January 1 of the year when the disability is established. In 2026, this figure is 3,328 UAH.

If the disability is combat-related

(injury, concussion, trauma sustained while defending Ukraine)

  • Group I — 400 × SM = 1,331,200 UAH
  • Group II — 300 × SM = 998,400 UAH
  • Group III — 250 × SM = 832,000 UAH

If the disability is service-related (non-combat)

(illness or accident not directly linked to combat)

  • Group I — 120 × SM = 399,360 UAH
  • Group II — 90 × SM = 299,520 UAH
  • Group III — 70 × SM = 232,960 UAH

The same coefficients (120/90/70 × SM) apply to conscripts, reservists, and personnel called up for training.

If only a percentage of work capacity loss is established (no disability group)

The payment is calculated proportionally:

  • Contract soldiers and mobilized personnel — percentage of 70 × SM (232,960 UAH)
  • Conscripts, reservists — percentage of 50 × SM (166,400 UAH)

Example:
20% loss of working capacity → 46,592 UAH (for a contract soldier)

Additional details

  • If a reassessment results in a higher disability group, the difference is paid
  • Calculations are based on the SM at the time of initial disability determination
  • Active servicemembers apply through their military unit, while discharged personnel apply via recruitment centers (TCC and SP)
