Ukraine’s combat veterans are entitled to a 75% discount on a range of housing and utility services, according to the Pension Fund of Ukraine (PFU).
The benefits are provided under Article 12 of the Law on the Status of War Veterans and Guarantees of Their Social Protection.
The discount applies to housing fees within established limits, as well as payments for utilities including gas, electricity, water supply and sewage services, waste collection and bottled liquefied gas.
The standard housing allowance covers up to 21 square meters of total living space per eligible person, plus an additional 10.5 square meters per household.
For certain families consisting exclusively of persons unable to work, a higher allowance applies when natural gas is used for individual heating: 42 square meters of heated space per eligible person, plus an additional 21 square meters per family.
The utility discount can also cover eligible family members living with the veteran. These include the veteran’s spouse, children under 18, certain adult children with disabilities, dependent parents and persons under the veteran’s guardianship, subject to the conditions established by law.
Combat veterans are also entitled to a 75% discount on household heating fuel, including solid or liquid stove fuel, within the minimum supply standards and maximum price limits set by the state. This provision applies to households that do not have another source of heating.
The Pension Fund stressed that the benefits are available to people who have officially received combatant status (UBD) and are provided in accordance with Ukrainian legislation.
