Ukraine launches online European Accident Statement service in Diia

Ukrainian drivers can now complete a European Accident Statement, or Europrotocol, online through the Diia app after a minor road accident, Ukraine’s Interior Ministry announced on October 8.

The service allows drivers to document an accident without calling the police or completing paper forms. Driver, vehicle and insurance data are retrieved automatically from state and Motor (Transport) Insurance Bureau of Ukraine (MTSBU) databases, and the completed statement is sent electronically to insurers.

When the Europrotocol can be used

The online service is available only when:

  • the accident involves two vehicles;
  • nobody has been killed or injured;
  • both drivers have valid compulsory third-party liability insurance;
  • neither driver is under the influence of alcohol or drugs;
  • both drivers agree on the circumstances of the accident.

The MTSBU also states that the Europrotocol applies when only the vehicles have been damaged and both insured vehicles were involved in a collision.

How to complete it in Diia

Drivers need to update the Diia app and open Services → For Drivers → Europrotocol. Information about the drivers, vehicles and insurance policies is then loaded automatically.

The user must enter the accident details and add photographs of the damaged vehicles taken at the scene. The second driver confirms the information and gives consent using a QR code or a Diia notification. Both participants sign the document with Diia.Signature.

After both signatures are provided, Diia automatically sends the Europrotocol to the MTSBU, which then forwards it to the relevant insurance companies. Drivers should subsequently contact their insurer for further instructions.

Who can use the service

Both drivers must have the following documents and information available in Diia:

  • a verified taxpayer identification number;
  • a digital passport, including an ID card, international passport or residence permit;
  • a valid driving licence;
  • a vehicle registration certificate showing the owner or authorized user;
  • a valid compulsory insurance policy for the vehicle involved in the accident.

In other circumstances, drivers should use a paper Europrotocol or call the police.

The new service was developed by Ukraine’s Ministry of Digital Transformation together with the MTSBU and other partners as part of the digitalization of public services.
