Macron: France provides two-thirds of Ukraine’s intelligence capabilities

French President Emmanuel Macron described the work of the “Coalition of the Willing” as a historic and significant breakthrough.

Speaking at the Istre airbase, Macron said that the coalition, now comprising 34 countries, provides Ukraine with the full spectrum of international support in its war against Russia. He highlighted France’s role, stating that Paris supplies two-thirds of Ukraine’s intelligence capabilities.

The president added that allies have agreed on “credible security guarantees” that could take effect immediately after a peace agreement. These include monitoring the ceasefire line, rebuilding the Ukrainian army, deterrence forces, and secondary-level security assurances for all participants. Macron emphasized that this marks the first time an integrated Franco-British command has been established with support from American partners.

In addition to European countries, the coalition also includes the UK, Norway, Iceland, Canada, Japan, and New Zealand. Macron stressed that the coalition’s work represents a historic breakthrough, significantly strengthening European defense.

“Where Ukraine was extremely dependent—mostly on American intelligence—a year ago, today two-thirds of those capabilities come from France. Two-thirds!” he underscored.
