In early January, Russian dictator Vladimir Putin unofficially received a draft peace plan coordinated between Ukraine and its European partners.

This was reported by Bloomberg.

According to the agency’s sources, the documents were delivered through Putin’s aide Kirill Dmitriev. Receiving the draft allowed Putin to prepare comments and proposals ahead of the expected negotiations involving US President Donald Trump’s special envoys, Steve Witkoff and Jared Kushner.

The Kremlin views the receipt of the peace plan draft as a significant “step forward.” At the same time, sources told Bloomberg that many issues of interest to Russia were either missing or formulated in a way Moscow considers unsatisfactory. In addition, Russia believes that Kushner played a role in shaping the negotiation framework and structuring the dialogue with Putin.

Witkoff’s visit to Russia

On January 21, it became known that Steve Witkoff and Jared Kushner are expected to meet with the Russian leader tomorrow. According to Witkoff, it was the Russian side that requested the meeting.

Last week, Kremlin spokesman Dmitry Peskov said Russia was interested in a new visit by Witkoff and Kushner and was awaiting it.

Earlier, on January 14, reports emerged that Witkoff and Kushner were planning to travel to Moscow for talks with Vladimir Putin.

At the beginning of January, Axios reported that Witkoff and Kushner had met with Kirill Dmitriev in Paris to discuss the US peace plan for Ukraine.

US and Ukrainian officials have said there has been significant progress on a 20-point ceasefire plan. By their estimates, about 90% of the points have already been agreed, although several key issues remain unresolved.

Ukrainian President Volodymyr Zelensky has said he hopes to receive Russia’s response to the 20-point peace plan by the end of this month, before finalizing security guarantees and a reconstruction plan with US President Donald Trump.
