Zelensky reshuffles Ukraine’s delegation for UAE negotiations

Zelensky announces updated Ukrainian delegation for UAE trilateral talks

According to media reports, the trilateral talks between Ukraine, the United States, and Russia have already begun, though the format of the discussions remains unclear. Ukraine’s delegation includes ten members, among them David Arakhamia, head of the “Servant of the People” parliamentary faction, who previously took part in negotiations with Russia in Istanbul in March 2022.

The Ukrainian president’s decree on the changes to the delegation, dated January 23, was published on the official presidential website. The updated team tasked with engaging U.S. and Russian officials to achieve a fair and sustainable peace comprises:

  • Rustem Umierov – Secretary of the National Security and Defense Council of Ukraine, delegation head
  • Kyrylo Budanov – Head of the Office of the President of Ukraine
  • David Arakhamia – Member of Parliament
  • Oleksandr Bevz – Advisor to the Office of the President
  • Andriy Hnatov – Chief of the General Staff of the Armed Forces of Ukraine
  • Oleh Ivashchenko – Head of the Main Intelligence Directorate of the Ministry of Defense
  • Serhiy Kyslytsia – First Deputy Head of the Office of the President
  • Yevhen Ostrianskyi – First Deputy Secretary of the National Security and Defense Council
  • Oleksandr Poklad – First Deputy Head of the Security Service of Ukraine
  • Vadym Skibitskyi – Deputy Chief of the Main Intelligence Directorate of the Ministry of Defense

Zelensky previously announced that Ukraine, the U.S., and Russia would hold two days of trilateral meetings in the UAE in a “working group” format.

Separately, on the evening prior, Russian President Vladimir Putin met with U.S. delegates — Special Envoy Steve Witkoff and Jared Kushner, the president’s son-in-law. Following the meeting, Kremlin aide Yuri Ushakov stated that the only path to a long-term peace in Ukraine is resolving the territorial issue under the Anchorage formula, which would involve the withdrawal of Ukrainian troops from the Donetsk region.
