President Volodymyr Zelenskyy said the government bears personal responsibility for stabilizing Ukraine’s energy situation and must present a clear action plan as soon as possible.
He stressed the need for close coordination with businesses to optimize power generation and consumption so citizens feel real improvements. Zelenskyy also called on the government to develop additional support programs for the population and address all outstanding questions. “The government is personally responsible. Tomorrow I expect a concrete list of actions and decisions,” he said.
The president emphasized that the energy sector requires round-the-clock work. Reports on progress must come from all levels of government, from Ukrenergo and the Cabinet to regional and local administrations. Daily updates are being provided on the situation in communities, including Kyiv region, Dnipro, Kharkiv, Chernihiv, Sumy, and Rivne.
Ukraine has already received energy aid from 17 countries, including generators, mobile boilers, industrial heaters, and uninterrupted power systems to maintain critical and social infrastructure. Some partners have also provided financial support for the sector.
Despite this, the country still faces severe electricity shortages after repeated Russian attacks, which damaged both generation and distribution facilities. Kyiv and several other regions are experiencing the greatest difficulties.
An emergency situation in the energy sector was declared on January 13 due to power outages and extreme cold. Authorities are also auditing “Points of Resilience” and updating procedures to ensure continuous access to heat, electricity, and essential services while the energy system is restored.
