Freyja aims to counter Russia’s ballistic threat

Patriot-class air-defense systems are too expensive and slow to produce for Europe and Ukraine to deploy them at the scale required. A pan-European project known as Freyja could offer a cheaper, high-volume alternative to PAC-3 interceptors, The Economist reports.

The system is being developed around NATO-standard radars and data links. Ukraine’s Fire Point is the project’s main developer, with Freyja interceptors based on the company’s FP-7 short-range ballistic missile.

Twelve European defense companies are supplying components for the FP-7, including Thales in France, Leonardo in Italy, Diehl in Germany and Saab in Sweden. The contributions include sensors, guidance and control systems.

Freyja targets 2027

Fire Point is under pressure to deliver rapid results and has said Freyja could achieve its first successful interception of a Russian ballistic missile by mid-2027.

Western experts are more cautious. Matthew Bint of the International Institute for Strategic Studies believes the system is unlikely to reach operational readiness before 2028 at the earliest.

The projected cost of a Freyja interceptor is around $700,000, compared with roughly $4–5 million for a PAC-3 interceptor and around $2 million for an Aster missile. The lower price would allow Ukraine and its partners to deploy significantly larger numbers of interceptors.

Ukraine’s interim options

Freyja is not yet operational, while Russia’s ballistic missile campaign continues to intensify.

According to The Economist, Ukraine therefore has two main options in the meantime: strengthen the defense of critical infrastructure while accumulating Western interceptors, and pursue a “left-of-launch” strategy aimed at destroying Russian ballistic missile systems before they can fire.

Kyiv also expects to strengthen its own missile capabilities, including the Sapsan system being developed by Pivdenmash, as well as Fire Point’s FP-7 and longer-range FP-9 missiles.

However, targeting mobile Russian launchers before they fire is extremely difficult. Even the United States, despite having air superiority over Iran, has struggled to locate and destroy the country’s mobile missile launchers.

Fire Point previously said it had completed the first international integration stage of the Freyja project. The company also conducted tests of the FP-7.x surface-to-air interceptor in June, with each planned launcher carrying four to six missiles.

The first Freyja prototype is expected in the first half of 2027. Fire Point co-founder and chief designer Denys Shtilerman has warned, however, that the project remains critically dependent on Western components, including radar documentation, infrared seekers and data links.
