Ukraine launches unified platform for winter support programs for citizens, businesses, and communities

A platform for government winter support programs for citizens of Ukraine has been launched, announced Prime Minister Yulia Svyrydenko on social media.

Svyrydenko wrote: “We are launching a single platform for government support programs for individuals, condominiums, businesses, and communities during a difficult winter. The platform contains full information about all available assistance, eligibility criteria, and how to apply. It is a single access point for tools that strengthen home energy independence, support people, and ensure uninterrupted business operations.”

Support for individuals includes:

  • Monthly payments for repair team workers
  • SvitloDim program for energy-independent homes
  • Heat Packages for people with disabilities and elderly living alone
  • EcoFlow for children with group A disabilities
  • Two new programs starting today through partner banks:
  • Energy support for condominiums and housing cooperatives (OSBB/ZHBC)
  • Energy support for private houses and townhouses

Support for businesses includes:

  • Assistance for sole proprietors (FOPs) of 7,500–15,000 UAH for generators, fuel, or utility bills
  • 0% credit up to 10 million UAH for energy equipment (generators), repayable within 3 years
  • “Accessible loans” at 5–7–9% interest for energy equipment

Vice Prime Minister Oleksiy Kuleba detailed the OSBB energy support program, stating that grants and low-interest loans can now be combined for the same equipment.

  • Grant component (Energy Efficiency Fund): covers up to 70% of solar panels, energy storage systems, and heat pumps; up to 50% for generators
  • Credit component: finances the remaining cost not covered by the grant
  • Applications for grants can be submitted through the platform, and partner banks offer 0% loans up to 3 million UAH for 3 years for the same equipment partially covered by grants.

This platform centralizes all winter aid programs, making it easier for individuals, communities, and businesses to access support.
