Ukraine and its international partners have developed three key proposals for ending the war with Russia, which have already been coordinated with the United States and European countries, President Volodymyr Zelenskyy said.
According to Zelenskyy, discussions with U.S. special envoy Steve Witkoff and Jared Kushner resulted in a single document outlining realistic scenarios for ending the hostilities. The United States plans to discuss the proposals with both Ukraine and Russia.
Three proposals on the table
The current framework includes three main elements:
- Ceasefire — the main and immediate priority of the proposed plan.
- A free economic zone — a U.S. proposal involving reciprocal troop withdrawals. Ukraine and Russia would make equivalent steps back, creating a buffer zone under the administration of a third party.
- Security guarantees from the EU and NATO — a clear definition of what the European Union and the Alliance would do, as well as what steps Ukraine would be prepared to take in return.
“Everyone is responding positively to what has been proposed. There are no objections. This is what is on the table today,” Zelenskyy said.
More proposals expected from the U.S.
The president stressed that the ideas were not solely Ukrainian initiatives. They were developed jointly with U.S. and European partners following contacts between Washington, Kyiv and Moscow.
Zelenskyy added that the United States has several additional proposals that it plans to present soon.
Ukraine is simultaneously seeking international support to address its main defense challenges, particularly the threat from ballistic weapons and a shortage of funding. Kyiv estimates that it needs around €30 billion from international partners to cover defense requirements.
