Ukrainian President Volodymyr Zelenskyy and US presidential envoy Steve Witkoff have begun talks in Oslo.
Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre are also taking part in the meeting.
The talks come after the previous meeting between Ukrainian and US delegations ended early. Washington reportedly reached a diesel deal with Moscow while Ukraine’s negotiating team was in Miami, triggering a crisis in relations between Kyiv and Washington.
Zelenskyy sharply criticized US President Donald Trump’s decision and said Ukraine’s delegation had been used as a “screen.” Trump subsequently criticized Zelenskyy, saying he was difficult to deal with and that Russian President Vladimir Putin was easier to work with.
On October 19, Trump said Russia was behaving “normally” regarding Ukraine and argued that Zelenskyy should not lead Ukraine’s negotiations.
Meanwhile, reports have raised concerns that Washington could delay the delivery of critical interceptor missiles for Ukraine’s Patriot air defense systems. Starlink operations in Ukraine have also reportedly been restricted.
