President Volodymyr Zelenskyy has appointed 11 judges to the High Anti-Corruption Court (HACC) and five judges to its Appeals Chamber, according to presidential decrees published on August 21.
The HACC judges are Viktor Antypenko, Oksana Hutsal, Yevhen Didenko, Oleksandr Dudchenko, Vitalii Koryahin, Vladyslav Kukhta, Mykola Pika, Lesia Skreklya, Iryna Teslenko, Oleh Khamkhodera and Marta-Mariia Yatsynina.
The five judges appointed to the HACC Appeals Chamber are Nataliia Doroshenko, Mykola Rubashchenko, Inna Smal, Olena Tanasevych and Ihor Chaikin.
Filling the vacancies and expanding the number of judges in Ukraine’s anti-corruption court system is one of the conditions linked to the country’s macro-financial assistance from the European Union.
Completing the requirement could allow Ukraine to receive €250–300 million under the EU’s Ukraine Facility program.
Ukraine Facility
The Ukraine Facility was launched in 2024 and provides up to €50 billion in grants and loans to support Ukraine’s recovery, reconstruction and modernization through 2027.
The program is tied to a series of structural reforms aimed at strengthening the economy, advancing the green transition and digital transformation, and supporting Ukraine’s European integration.
In late July, the EU Council approved additional changes to the Ukraine Facility and the associated Ukraine Plan, introducing further reform milestones for Ukraine.
