Explosions were reported overnight on September 15 at Sebryakovcement, described as Russia’s largest cement producer, in Volgograd region. A separate fire was also reported at the Syzran oil refinery in Samara region.

Explosions at cement plant

According to OSINT channels, explosions occurred at the Sebryakovcement facility after authorities in the area issued warnings about missile and drone threats.

Fire crews were reportedly dispatched to the plant. Later reports said the explosion occurred near cement kiln No. 5. Footage from the site showed a large plume of smoke above the facility.

Fire reported at Syzran refinery

The Syzran refinery in Samara region also came under a drone attack overnight. A local air-raid warning was issued shortly before midnight.

OSINT channel Exilenova+ reported that oil-product storage tanks were on fire in the refinery’s industrial area.

OSINT sources also reported that Ukrainian forces used missiles to strike the Beriev Aircraft Company aviation scientific and technical complex in Taganrog, where Russian military aircraft are repaired and modernized.

The reports have not been independently verified.

The attacks came shortly after U.S. President Donald Trump urged Ukraine to stop striking Russian energy infrastructure, including oil refineries, arguing that such attacks contribute to global diesel shortages.

Trump also recently claimed that Russia and Ukraine had agreed to an energy truce. Ukrainian officials subsequently indicated that no finalized agreement had actually been reached and that the statement did not reflect a formal deal.
