A Russian attack on Pavlohrad, Dnipropetrovsk region, on September 10 has killed five people and injured 67, including eight children, according to regional authorities.
Russian forces struck the city in the evening, damaging shops, commercial pavilions and vehicles. Part of a central city street was heavily damaged, while around 90% of the affected facilities were commercial, Dnipropetrovsk Regional Military Administration head Oleksandr Hanzha said.
Earlier reports put the death toll at four, but it later rose to five. Among those injured are children aged 13, 14 and 15, according to an earlier update from regional authorities.
Rescuers also injured
The attack caused fires at shops, торговельних павільйонах and vehicles. Two State Emergency Service workers were also injured while dealing with the aftermath and were taken to hospital.
The regional prosecutor’s office opened criminal proceedings under Article 438 of Ukraine’s Criminal Code over a suspected war crime.
Interior Minister Ihor Vygivskyi said authorities are reviewing how emergency services respond to such attacks and how civilian and critical infrastructure can be better protected during the autumn and winter.
He noted that Russia has intensified attacks on food warehouses, residential areas, trains and shopping centers in Dnipropetrovsk region.
President Volodymyr Zelenskyy condemned the strike, saying Russian drones had killed people who were simply near shopping centers and that more than 60 people had been injured in the single attack.
Pavlohrad has been repeatedly targeted in recent months. Russian strikes on the city on August 28 and August 13 also damaged civilian and logistics infrastructure, while an August 6 strike destroyed a Ukrposhta sorting depot and killed two employees.
