Ukraine is ready to implement a ceasefire covering critical infrastructure and is waiting for Russia to provide specific lists of facilities so that the details can be agreed, Ukrainian Foreign Ministry spokesperson Heorhii Tykhyi said.
Kyiv calls for a comprehensive truce
Tykhyi said President Volodymyr Zelenskyy had already outlined Ukraine’s position on a possible energy ceasefire.
According to the Foreign Ministry, Ukraine has long advocated such an arrangement and wants it to be fair and comprehensive.
Kyiv insists that all Ukrainian facilities covered by the agreement must be protected and that the use of any type of weapon against them must be prohibited.
“If the Russians are serious about this, let them provide lists of facilities and clarify the details. We are waiting for that,” Tykhyi said, adding that Russia should demonstrate its own willingness to pursue de-escalation.
U.S. initiative and Russia’s position
The Foreign Ministry welcomed the U.S. efforts to facilitate an energy ceasefire, describing the initiative as timely and important.
Several other partner countries are also working on possible arrangements concerning energy infrastructure and grain exports, Tykhyi said.
U.S. President Donald Trump has proposed an energy ceasefire between Ukraine and Russia. The Kremlin has responded positively to the idea in principle, although Kremlin spokesman Dmitry Peskov said suspending strikes on oil refineries would not resolve all problems on the global energy market.
At the same time, Financial Times reported that Russian President Vladimir Putin was not planning to conclude such an agreement before winter.
Kyiv says it remains ready for de-escalation and expects reciprocal steps from Russia.
